Public Notice - Comp Plan Steering Committee Workshop
Over the course of 2025 and into 2026, Peters Township will be embarking on a process to update its Comprehensive Plan. This is a process that is required to be done by the Pennsylvania Municipalities Planning Code approximately every 10 years and Peters is now due for an update to its Comprehensive Plan. To aid Township staff, HRG, Inc. has been selected as the consultant to help develop the Update to Peters Township Comprehensive Plan.
The purpose of the Comprehensive Plan is to not just highlight past and present land use trends but to also provide a blueprint for land use patterns, infrastructure investment, and many other policy initiatives. The Comprehensive Plan will look at a combination of public comments, demographic and market trends, the natural and physical landscape, existing and proposed infrastructure, and many other aspects of the community to develop several courses of actions to guide the development of the community in a clear, concise, and orderly manner.
Peters Township has established this website where we will post information on the Comprehensive Plan including its progress, supporting information, and upcoming events/meetings.
Public Engagement Opportunities
Peters Township and HRG value resident and businessowner feedback and there will be numerous opportunities to participate in this process. HRG will be holding multiple neighborhood pop-up events to solicit feedback from the community. We will also be conducting private focus group meetings with key stakeholders in the community to learn more about specific issues. There will be 2 public open house meetings (September 2025 and May 2026) to review the progress of the plan and give the community opportunities to contribute to the final plan. Moreover, a community survey will be available to anyone involved in Peters Township. This survey will be the quickest and easiest way to ensure that your opinion is heard in the comprehensive plan process.
Peters Township staff and HRG has also established a steering committee of residents and key stakeholders in the community to represent the community throughout the entire process. These meetings are open to the public and there will be an opportunity for public opinion at the end of each meeting. To see notes from previous steering committee meetings, go to past events below.

Date: May 13, 2025
Summary: This was the Steering Committee kick-off meeting with HRG. It included an explanation of the comprehensive plan process and initial identification of Township strengths and weaknesses. Click here to access the meeting presentation.
Peters Township Community Day
Date: June 28, 2025, from 11am-5pm
Location: Rolling Hills Park
Objective: Peters Township staff and partners at HRG will have a booth at this event to discuss the comprehensive plan with residents. This is an opportunity for any resident to provide insight on the Township and contribute to the comprehensive plan process.
Steering Committee Meeting 2
Date: July 11, 2025
Location: Township Council Chambers
Objective: Steering Committee will be reviewing the results of the trends report and the results from the community survey with HRG. Click here to access the meeting presentation.
Focus Group Sessions
Date: August 2025, by invitation
Objective: Key Township stakeholders will be meeting with HRG to discuss growth areas in Peters Township. These focus groups have been pre-selected by Peters Township staff.

Open House
Date & Time: September 23, 2025 ~ (Attend anytime between 6:00 p.m. - 8:00 p.m.)
Location: Police Department Training Room ~ 200 Municipal Drive
Objective: HRG will reveal the initial proposed direction of the comprehensive plan before writing begins. This will give community members the opportunity to make sure their opinions are heard regarding the themes of the plan. They will also hear an updated timeline for the comprehensive plan implementation. Click here to access the meeting presentation.

Date & Time: November 11, 2025 - 7:00 p.m.

Proposed Timeline
Phase 1: Community Outreach and Strategy Development
- April 2025: Review past plans and establish steering committee
- May – August 2025: Gather information from focus groups and community events
- August – October 2025: Summarize survey and focus groups’ themes and establish plan strategy
Phase 2: Plan Development, Capacity Building, and Implementation
- November 2025 – March 2026: HRG and Peters Township staff develop rough draft of plan
- March – April 2026: Open house with residents and plan edits
- May 2026: Public Display of plan
- June – July 2026: Comprehensive Plan Adoption

Current Comprehensive Plan
In 2013, Peters Township Council approved our last comprehensive plan for the Township. This plan is still in effect and will remain so until the new comprehensive plan is approved in July 2026. Below are publicly available documents of the existing comprehensive plan.
